David Helmer, Ph.D.

David brings decades of experience researching, developing, analyzing, and deploying advanced technologies. Prior to founding NTTW, David served as a member of the Principal Professional Staff at the Johns Hopkins University Applied Physics Laboratory. He combines deep technical expertise with an understanding of business and policy. His cross-disciplinary grounding has enabled him to lead efforts in domains ranging from healthcare to defense to education.  
 
David specializes in bridging gaps between technical and non-technical experts to ensure that technology investments and solutions reflect organizational values and needs. Whether through education, system evaluation, analysis, or translation, he pushes organizations to make good decisions on tech and avoid hype-driven mistakes. 

Robert (Bobby) Wilson, Ph.D.

Managing Partner

Bobby is a seasoned strategic advisor who specializes in translating complex, emerging technologies into measurable real-world impact. His deep technical expertise spans critical sectors including healthcare, autonomous systems, human-machine teaming (HMT), and AI Policy. With a track record advising global leadership, Bobby consults on critical areas such as architectural standardization and AI governance, notably serving as a subject matter expert for the UN Institute for Disarmament Research.

Bobby specializes in providing strategic oversight for R&D investments and technical execution, ensuring initiatives are tightly aligned with core organizational strategy and objectives. His experience includes leading complex initiatives in AI test and evaluation, immersive simulations, and hybrid-cloud health solutions. At NTTW, Bobby guides the critical intersection of policy, investment, and product development, grounding future innovation in the realities of the modern technological landscape.
